Eric was raised in a Christian home and was baptized at the E. 38th Street Christian Church, Indianapolis, Indiana (Post Road Christian Church). Dee came to the Lord as a teen at the Chesterfield Christian Church, outside of Anderson, Indiana. They met at the E. 38th Street Christian Church and were married on June 9, 1979. They are blessed with two children; Holly, who is now married and preparing for missionary service and Andrew, who is studying at Milligan College.

Eric is a graduate of Milligan College with majors in Bible and Missions. As his ministry in missions permitted he continued graduate studies and in May of 2004 he completed his Masters of Religion at Emmanuel School of Religion. Dee is a graduate of Ball State University in the area Special Education. She also has a certificate in TESL from the School of Teaching English As A Second Language, at the University of Seattle. In 1979 Eric was ordained into the Christian Ministry by his home congregation and he and Dee were commissioned as missionaries.

The Duggins family began their mission work participating with the Christian Missionary Fellowship team on the island of Java, Indonesia and in February 1984 they joined the Mexico City Team. They were one of the founding families of the Southside Christian Church and were involved in structuring the worship and the Sunday school program. They participated in leadership training and personal discipling and the development of Cell groups, family retreats and evangelistic outreaches.

In 1993, Eric and Dee began research on a new church planting project and would move to Pachuca, the capital of the State of Hidalgo in 1995. Using the methods and training from their previous ministry in Mexico City the New Hope Christian Church celebrated its first worship on January 6, 1996. Eric functioned as an Elder and Pastor in the congregation. He was also involved in structuring the Cell Strategy and leadership training for Cell leaders. Eric & Dee functioned as Zone Pastors, Counselors for families and couples and Eric participated in preaching and teaching. Dee lead worship and helped in training teachers the Sunday School programs as well as Teaching English as a Second Language (TESL) to expand evangelistic contacts.

Eric and Dee along with several supporters formed a new mission focused on Latin America. IMPACTO Latino began in July of 2003, and they continue their ministry in the Pachuca Project through IMPACTO Latino.

In February 2007 the Duggins began a new church planting project on the east side of Pachuca. This new church, Jubilee Christian Church, is following the same cell strategy and has a special emphasis on reaching the University community. Their daughter Holly and her husband Sergio will be joining them in this new church planting effort in 2008.
